This question generated some lively discussion in my group. Here are two insightful answers:
1) Love existed before Jesus came. God showed His love to people in many ways in the Old Testament. But His relationship to Israel was not defined much by grace, but by law. This grace can only be accessed by embracing the truth about who Jesus is. Grace and Truth are the two characteristics that are most important at this point.
2) God already loves us. No matter what our position, saved or unsaved (John 3:16). Here God is not revealing his love but rather is revealing his person, his purpose, giving us understanding that it is not of ourselves that we might believe and become children of God.
